The form is attached to the Community Oriented Policing Services program, an initiative that Newburgh was hoping to receive funding through in order to put four new Police Officers onto the force. Refusing to sign the form may put the funding for the positions in jeopardy, the Record reported.
City Manager Michael Ciaravino said the City of Newburgh would not be "intimidated and harassed and bullied," The Record said.
